The way ahead …

New policies are needed if the Pacific is to realise its potential as a peaceful, prosperous region, where the Pacific’s citizens enjoy good standards of health and education, long lives and many opportunities; where Pacific economic growth is constantly improving, driven by environmentally sustainable service industries; where coups, civil conflict and the dangers of failed states have been relegated to the past; where the Pacific is integrated into the wider region, and is an influential voice in world affairs.

This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002.

Recent years have seen an unprecedented rise in interest in the topic of corruption, resulting in a rising demand for suitable teaching materials.

At the start of the twenty-first century, warnings have been raised in some quarters about how – by intent or by mishap – advances in biotechnology and related fields could aid the spread of disease. Science academics, medical organisations, governments, security analysts, and others are among those that have sought to raise concern.

The Pacific Islands are feeling the effects of globalisation. Free trade in sugar and garments is threatening two of Fiji’s key industries. At the same time other opportunities are emerging. Labour migration is growing in importance, and Pacific governments are calling for more access to Australia’s labour market. Fiji has joined Samoa, Tonga, Tuvalu and Kiribati as a remittance economy, with thousands of its citizens working overseas.

Pacific Islanders have engaged in transnational practices since their first settlement of the many islands in the region. As they moved beyond the Pacific and settled in nations such as New Zealand, the U.S. and Australia these practices intensified and over time have profoundly shaped both home and diasporic communities. This edited volume begins with a detailed account of this history and the key issues in Pacific migration and transnationalism today. The papers that follow present a range of case studies that maintain this focus on both historical and contemporary perspectives.

Indonesia’s President Soeharto led one of the most durable and effective authoritarian regimes of the second half of the twentieth century. Yet his rule ended in ignominy, and much of the turbulence and corruption of the subsequent years was blamed on his legacy. More than a decade after Soeharto’s resignation, Indonesia is a consolidating democracy and the time has come to reconsider the place of his regime in modern Indonesian history, and its lasting impact.

Since the time of decolonisation in Fiji, women’s organisations have navigated a complex political terrain. While they have stayed true to the aim of advancing women’s status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making.

When government services have broken down or when international nongovernment organisations are uninterested or unable to help, grassroots non-government organisations provide important humanitarian, educational and advocacy services. Yet, too often the story of the crucial role played by these organisations in conflict and post-conflict recovery goes unheard.
