Ma`afu, prince of Tonga, chief of Fiji

Enele Ma`afu, son of Aleamotu`a, Tu`i Kanokupolu, grew up during a time of unprecedented social and political change in Tonga following the advent of Christianity. Moving to Lau, Fiji, in 1847 when he was about 21, he skilfully exploited kinship links to establish a power base there and in eastern Cakaudrove. His achievements were recognised in 1853 when his cousin King Tupou I appointed Ma`afu as Governor of the Tongans in Fiji.

Electoral systems in divided societies

Elections can increase tension in ethnically divided societies, like Fiji. The way constituencies are drawn and votes counted can also affect the result. First-past-the post can deliver lopsided results, while proportional representation may give excessive influence to small, fringe parties. Fiji’s Constitution Review Commission believed a system of alternative voting in ethnically mixed constituencies would encourage politicians, and parties, to take into account the interests of other ethnic groups.

On the eve of Papua New Guinea’s independence in 1975 there were many – both within the country and outside – who predicted political anarchy, with the possibility of an army coup or authoritarian single-party dominance, and economic collapse. Such fears appeared to have been justified when in 1975 both the North Solomons (Bougainville) and Papua unilaterally declared their independence. In fact, however, PNG achieved a smooth transition, and in its first decade as a new state enjoyed a high degree of political and economic progress.

Policy Making and Implementation

There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve ‘good governance’.

Talking it Through

Sorcery and witchcraft practices and beliefs are pervasive across Melanesia. They are in part created by, and give rise to, a wide variety of poor social and developmental outcomes. These include uneven economic development, low public health, lack of social cohesion, crime, fear and insecurity. A further very visible problem is the attacks on men and women who are accused of being practitioners of witchcraft or sorcery, which can lead to serious bodily harm, banishment and sometimes death.
