The year 2018 marks 40 years of reform and development in China (1978–2018). This commemorative book assembles some of the world’s most prominent scholars on the Chinese economy to reflect on what has been achieved as a result of the economic reform programs, and to draw out the key lessons that have been learned by the model of growth and development in China over the preceding four decades. This book explores what has happened in the transformation of the Chinese economy in the past 40 years for China itself, as well as for the rest of the world, and discusses the implications of what will happen next in the context of China’s new reform agenda. Focusing on the long-term development strategy amid various old and new challenges that face the economy, this book sets the scene for what the world can expect in China’s fifth decade of reform and development.
A key feature of this book is its comprehensive coverage of the key issues involved in China’s economic reform and development. Included are discussions of China’s 40 years of reform and development in a global perspective; the political economy of economic transformation; the progress of marketisation and changes in market-compatible institutions; the reform program for state-owned enterprises; the financial sector and fiscal system reform, and its foreign exchange system reform; the progress and challenges in economic rebalancing; and the continuing process of China’s global integration. This book further documents and analyses the development experiences including China’s large scale of migration and urbanisation, the demographic structural changes, the private sector development, income distribution, land reform and regional development, agricultural development, and energy and climate change policies.

China has made some remarkable achievements during the first three decades of economic reform and opening up, rising to become one of the world’s most dynamic and globally-integrated market economies. Yet there remains much unfinished business on the reform and development agenda, coupled with newly emerging challenges. China: The Next Twenty Years of Reform and Development highlights how the deepening of reforms in critical areas such as domestic factor markets, the exchange rate regime and the health system, combined with the strengthening of channels for effective policy implementation, will enable China to cope with the challenges that lie ahead. These include responding to the pending exhaustion of the unlimited supply of labour; playing a constructive role in reducing global trade imbalances; enhancing firms’ ability to innovate; coping with migration, urbanisation and rising inequalities on scales unknown in world history; and dealing with rising energy and metal demand in an era in which low-carbon growth has become a necessity rather than a choice.

Mark Evans »
Professor Mark Evans is the Director for the ANZSOG Institute for Governance. This role draws on Mark’s considerable international experience in supporting and training senior civil servants and in evaluating public policy programs. The emphasis of his work at ANZSOG will be fourfold: the provision of the ACT with strategic training and research support; the delivery of an Executive MPA module in designing public policies; the development of short courses in conflict transformation; and, in the medium-term the development of an international MPA program.
Before taking this role, Mark was Head of the Department of Politics and Director of York MPA and professional training programs at the University of York in the United Kingdom. Between 1998 and 2009 Mark played the central strategic role in the development of the department’s graduate school and the creation of three successful interdisciplinary research centres – York MPA and professional training programmes, Politics, Economics and Philosophy and Post-war Reconstruction and Development.
Mark has also played an international role in supporting good administrative practices in public administration in developed and developing contexts as well as the reconstruction of public administration in war-torn societies. He has delivered training and managed evaluation projects on the behest of the World Bank, United Nations agencies, the European Union, the Consortium of Humanitarian Affairs in Colombo, Sri Lanka, the British Council and the West Asia and North Africa Forum, as well as government departments such as: the UK’s Cabinet Office and departments for International Development, Work and Pensions, Foreign and Commonwealth Office; China’s National School of Administration and Social and Economic Reform Commission and others.
His recent books include: Constitution-making and the Labour Party (2005); Post-war Reconstruction and Policy Transfer (2009); New Directions in the Study of Policy Transfer (2009) and Understanding Competition States (2009) and has been the editor of the international journal Policy Studies since 2005.
Ross Garnaut »
Ross Garnaut is a Distinguished Professor at the Crawford School of Economics & Government, Australian National University College of Asia & the Pacific. Ross Garnaut’s research interests include China’s economic reforms and internationalisation; Asia-Pacific economies’ development and international economic relations; Australia’s economic relations with the Asia-Pacific region; domestic economic adjustment to Asia-Pacific economic development.
Peter Carroll »
Peter Carroll is a research Professor in the Faculty of Business at the University of Tasmania. He has produced a range of books and journal articles on a wide variety of topics in policy and public administration in a career that began in the UK, moved to Fiji then to Australia. In particular, he has had an ongoing interest in the study of intergovernmental relations and regulatory reform, co-authoring ‘Microeconomic Reform and Federalism’, with Martin Painter and, with Helen Silver, Rex Deighton-Smith and Ron Walker ‘Minding the Gap – Appraising the promise performance of regulatory reform in Australia’ (ANU Press 2008). Much of his work reflects a life-long interest in the government regulation of business, especially at the international level, resulting in the book ‘Regulating International Business’ (Pearson Prentice Hall 2008), an edited work produced with Richard Eccleston. He has been a chief investigator on a number of ARC Discovery grants, one focused on the importance of policy transfer in policy making and he is currently editing a book on recent developments in policy transfer. In recent years his attention has focused on international organisations and the rapidly increasing international activities of government agencies traditionally regarded as ‘domestic’ in orientation. His most recent book (with Aynsley Kellow), ‘The OECD – A study of organisational adaptation’ (Edward Elgar 2011), is the first detailed, historical study of the OECD, which celebrates its fiftieth birthday in 2011. At present he is working on a study of Australian involvement with the UN specialised agencies, to be published by the Department of Foreign Affairs and Trade in 2011.
