Work and livelihoods for Indigenous Australians after CDEP

The end of the very long-standing Community Development Employment Projects (CDEP) scheme in 2015 marked a critical juncture in Australian Indigenous policy history. For more than 30 years, CDEP had been among the biggest and most influential programs in the Indigenous affairs portfolio, employing many thousands of Aboriginal and Torres Strait Islander people. More recently, it had also become a focus of intense political contestation that culminated in its ultimate demise.
This book examines the consequences of its closure for Indigenous people, communities and organisations. The end of CDEP is first situated in its broader historical and political context: the debates over notions of ‘self-determination’ versus ‘mainstreaming’ and the enduring influence of concerns about ‘passive welfare’ and ‘mutual obligation’. In this way, the focus on CDEP highlights more general trends in Indigenous policymaking, and questions whether the dominant government approach is on the right track.
Each chapter takes a different disciplinary approach to this question, variously focusing on the consequences of change for community and economic development, individual work habits and employment outcomes, and institutional capacity within the Indigenous sector. Across the case studies examined, the chapters suggest that the end of CDEP has heralded the emergence of a greater reliance on welfare rather than the increased employment outcomes the government had anticipated. Concluding that CDEP was ‘better than welfare’ in many ways, the book offers encouragement to policymakers to ensure that future reforms generate livelihood options for Aboriginal and Torres Strait Islander Australians that are, in turn, better than CDEP.

Observations of the 2001 Enumeration in Remote Aboriginal Australia

Special enumeration procedures for Indigenous Australians were introduced in the 1971 Census, and have been a feature of the Australian national census ever since. In 2001, as in previous years, the Indigenous Enumeration Strategy (IES) involved the use of locally recruited, mostly Indigenous, interviewers and the administration of modified forms.
This monograph presents the results of the first detailed comparative appraisal of the IES. Three CAEPR researchers observed the 2001 Census enumeration, each in a different remote-area context: Martin at Aurukun, a major Aboriginal township on Cape York Peninsula, Morphy at a small outstation community in the Northern Territory, and Sanders in the town camps of Alice Springs. The Australian Bureau of Statistics facilitated the research by granting the researchers status as official observers.
The introductory chapter by John Taylor gives a brief history of the IES and sets the context for the research. The three case-studies form the central chapters, and are followed by a concluding chapter that summarises the findings and recommendations.
While each locality had its unique characteristics, the authors found some common problems across the board which lead to general recommendations about the future design of the IES. They advocate a simplification of the enumeration procedure, the abandonment of the ‘two-form’ structure, the focusing of the IES more narrowly on people in ‘traditionally-oriented’ discrete Indigenous communities, and substantial changes in the design and content of any new ‘special Indigenous’ census form.

The first issue of the revived ANU Historical Journal (ANUHJ) follows in the footsteps of its predecessor, bringing together the writing and research of several generations of Australian historians in a single volume. It begins with seven short memoirs from the editors and contributors of the ANUHJ (1964–87), which together offer an extraordinary window on to the student history of the ANU in the 1960s and 1970s. Following the memoirs, the articles in this issue consider the symbolism of the early Aboriginal Tent Embassy; Louisa Lawson’s involvement in Australia’s suffrage movement through her magazine The Dawn; the changing meanings of barn swallow migration in Europe; how the sexuality of Frederick the Great can shine further light on our understanding of Prussian masculinity; the recent public apologies of two prominent leaders of the Lebanese Civil War: Assad Shaftari and Samir Geagea; evangelical humanitarian discourse in the Australian colonies; and the cultural and religious diversity engraved on one Sicilian tombstone. Elsewhere, contributors contemplate the place of national history amid the rise of transnational and global history, and review some of the leading Australian titles that were published last year.

Histories of Nationality, Law and Belonging in Australia and New Zealand

Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered ‘one of us’.
Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects.
The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise.
Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.

An introduction to Carl Strehlow’s Masterpiece Die Aranda- und Loritja-Stämme in Zentral-Australien (1907-1920)

The German missionary Carl Strehlow (1871-1922) had a deep ethnographic interest in Aboriginal Australian cosmology and social life which he documented in his 7 volume work Die Aranda- und Loritja-Stämme in Zentral-Australien that remains unpublished in English. In 1913, Marcel Mauss called his collection of sacred songs and myths, an Australian Rig Veda. This immensely rich corpus, based on a lifetime on the central Australian frontier, is barely known in the English-speaking world and is the last great body of early Australian ethnography that has not yet been built into the world of Australian anthropology and its intellectual history.
The German psychological and hermeneutic traditions of anthropology that developed outside of a British-Australian intellectual world were alternatives to 19th century British scientism. The intellectual roots of early German anthropology reached back to Johann Gottfried Herder (1744-1803), the founder of German historical particularism, who rejected the concept of race as well as the French dogma of the uniform development of civilisation. Instead he recognised unique sets of values transmitted through history and maintained that cultures had to be viewed in terms of their own development and purpose. Thus, humanity was made up of a great diversity of ways of life, language being one of its main manifestations. It is this tradition that led to a concept of cultures in the plural.

Archaeological and Biogeographic Approaches to Landscapes

This impressive collection celebrates the work of Peter Kershaw, a key figure in the field of Australian palaeoenvironmental reconstruction. Over almost half a century his research helped reconceptualize ecology in Australia, creating a detailed understanding of environmental change in the Late Pleistocene and Holocene. Within a biogeographic framework one of his exceptional contributions was to explore the ways that Aboriginal people may have modified the landscape through the effects of anthropogenic burning. These ideas have had significant impacts on thinking within the fields of geomorphology, biogeography, archaeology, anthropology and history. Papers presented here continue to explore the dynamism of landscape change in Australia and the contribution of humans to those transformations. The volume is structured in two sections. The first examines evidence for human engagement with landscape, focusing on Australia and Papua New Guinea but also dealing with the human/environmental histories of Europe and Asia. The second section contains papers that examine palaeoecology and present some of the latest research into environmental change in Australia and New Zealand. Individually these papers, written by many of Australia’s prominent researchers in these fields, are significant contributions to our knowledge of Quaternary landscapes and human land use. But Peopled Landscapes also signifies the disciplinary entanglement that is archaeological and biogeographic research in this region, with archaeologists and environmental scientists contributing to both studies of human land use and palaeoecology. Peopled Landscapes reveals the interdisciplinary richness of Quaternary research in the Australasian region as well as the complexity and richness of the entangled environmental and human pasts of these lands.

The National Disability Insurance Scheme (NDIS) is one of the major policy innovations of the early 21st century in Australia, representing a new way of delivering services to people with a disability and those who care for them. It has the potential to transform the lives of hundreds of thousands of people, giving them greater certainty and control over their lives. There is a higher incidence of disability in the Aboriginal and Torres Strait Islander population than in the Australian population more generally, so the NDIS is of particular relevance to Indigenous Australians. However, Indigenous Australians with a disability have a very distinct age, geographic and health profile, which differs from that of the equivalent non-Indigenous population. Furthermore, the conceptualisation of disability and care in many Indigenous communities, particularly in remote areas, may differ markedly in comparison to more settled parts of the country, and there is the added complexity of a unique history of interaction with government. In considering these issues in detail, this Research Monograph provides a resource for policy makers, researchers and service providers who are working in this important policy area. Its major conclusion is that the NDIS, if it is to be an effective policy for Indigenous Australians, needs to take into account their very particular needs and aspirations.
