Work and livelihoods for Indigenous Australians after CDEP

The end of the very long-standing Community Development Employment Projects (CDEP) scheme in 2015 marked a critical juncture in Australian Indigenous policy history. For more than 30 years, CDEP had been among the biggest and most influential programs in the Indigenous affairs portfolio, employing many thousands of Aboriginal and Torres Strait Islander people. More recently, it had also become a focus of intense political contestation that culminated in its ultimate demise.  This book examines the consequences of its closure for Indigenous people, communities and organisations. The end of CDEP is first situated in its broader historical and political context: the debates over notions of ‘self-determination’ versus ‘mainstreaming’ and the enduring influence of concerns about ‘passive welfare’ and ‘mutual obligation’. In this way, the focus on CDEP highlights more general trends in Indigenous policymaking, and questions whether the dominant government approach is on the right track. Each chapter takes a different disciplinary approach to this question, variously focusing on the consequences of change for community and economic development, individual work habits and employment outcomes, and institutional capacity within the Indigenous sector. Across the case studies examined, the chapters suggest that the end of CDEP has heralded the emergence of a greater reliance on welfare rather than the increased employment outcomes the government had anticipated. Concluding that CDEP was ‘better than welfare’ in many ways, the book offers encouragement to policymakers to ensure that future reforms generate livelihood options for Aboriginal and Torres Strait Islander Australians that are, in turn, better than CDEP.

Colonial exploration in Indigenous territory

Colonial exploration continues, all too often, to be rendered as heroic narratives of solitary, intrepid explorers and adventurers. This edited collection contributes to scholarship that is challenging that persistent mythology. With a focus on Indigenous brokers, such as guides, assistants and mediators, it highlights the ways in which nineteenth-century exploration in Australia and New Guinea was a collective and socially complex enterprise. The papers in this collection reflect on the various social effects of native title. In particular, the authors consider the ways in which the implementation of the Native Title Act 1993 (Cwlth), and the native title process for which this Act legislates, allow for the recognition and translation of Aboriginal law and custom, and facilitate particular kinds of coexistence between Aboriginal title holders and other Australians. In so doing, the authors seek to extend the debate on native title beyond questions of practice and towards an improved understanding of the effects of native title on the social lives of Indigenous Australians and on Australian society more generally. These attempts to grapple with the effects of native title have, in part, been impelled by Indigenous people’s complaints about the Act and the native title process. Since the Act was passed, many Indigenous Australians have become increasingly unhappy with both the strength and forms of recognition afforded to traditional law and custom under the Act, as well as with the socially disruptive effects of the native title process. In particular, as several of the papers in this collection demonstrate, there is widespread discomfort with the transformative effects of recognition within the native title process, effects which can then affect other aspects of Indigenous lives.

Observations of the 2001 Enumeration in Remote Aboriginal Australia

Special enumeration procedures for Indigenous Australians were introduced in the 1971 Census, and have been a feature of the Australian national census ever since. In 2001, as in previous years, the Indigenous Enumeration Strategy (IES) involved the use of locally recruited, mostly Indigenous, interviewers and the administration of modified forms. This monograph presents the results of the first detailed comparative appraisal of the IES. Three CAEPR researchers observed the 2001 Census enumeration, each in a different remote-area context: Martin at Aurukun, a major Aboriginal township on Cape York Peninsula, Morphy at a small outstation community in the Northern Territory, and Sanders in the town camps of Alice Springs. The Australian Bureau of Statistics facilitated the research by granting the researchers status as official observers. The introductory chapter by John Taylor gives a brief history of the IES and sets the context for the research. The three case-studies form the central chapters, and are followed by a concluding chapter that summarises the findings and recommendations. While each locality had its unique characteristics, the authors found some common problems across the board which lead to general recommendations about the future design of the IES. They advocate a simplification of the enumeration procedure, the abandonment of the ‘two-form’ structure, the focusing of the IES more narrowly on people in ‘traditionally-oriented’ discrete Indigenous communities, and substantial changes in the design and content of any new ‘special Indigenous’ census form.

The Diary of Missionaries Adolf and Polly Hartmann

This book contains the annotated diary of Adolf and Mary (Polly) Hartmann, missionaries of the Moravian Church who worked at the Ebenezer mission station on Wotjobaluk country, in the north-west of the Colony of Victoria, Australia. The diary begins in 1863, as the Hartmanns are preparing to travel from Europe to take up their post, and ends in 1873, by which time they are working in Canada as missionaries to the Lenni Lenape people. Recording the Hartmann’s eight years at the Ebenezer mission, the diary presents richly detailed insights into the daily interactions between Aboriginal people and their colonisers. The inhabitants of the mission are overwhelmingly described in the diary as agents in their lives, moving in and out of the missionaries’ sphere of influence, yet restricted at times by the boundaries of the mission. The diary reveals moments of laughter, shared grief, community, advocacy and reciprocal learning, alongside the mundane everyday chores of mission life. Through the personal writings of a missionary couple, this diary brings to light the regular, routine and extraordinary events on a mission station in Australia in the third quarter of the nineteenth century—a period just prior to British high imperialism, and a period before increasingly restrictive legislation was enforced on Indigenous people in the Colony of Victoria.

Histories and Historiography

Histories of the colonisation of Australia have recognised distinct periods or eras in the colonial relationship: ‘protection’ and ‘assimilation’. It is widely understood that, in 1973, the Whitlam Government initiated a new policy era: ‘self-determination’. Yet, the defining features of this era, as well as how, why and when it ended, are far from clear. In this collection we ask: how shall we write the history of self-determination? How should we bring together, in the one narrative, innovations in public policy and Aboriginal and Torres Strait Islander initiatives? How (dis)continuous has ‘self-determination’ been with ‘assimilation’ or with what came after? Among the contributions to this book there are different views about whether Australia is still practising ‘self-determination’ and even whether it ever did or could. This book covers domains of government policy and Indigenous agency including local government, education, land rights, the outstation movement, international law, foreign policy, capital programs, health, public administration, mission policies and the policing of identity. Each of the contributors is a specialist in his/her topic. Few of the contributors would call themselves ‘historians’, but each has met the challenge to consider Australia’s recent past as an era animated by ideas and practices of Indigenous self-determination.

Mickey Dewar: Champion of History Across Many Genres

Mickey Dewar made a profound contribution to the history of the Northern Territory, which she performed across many genres. She produced high‑quality, memorable and multi-sensory histories, including the Cyclone Tracy exhibition at the Museum and Art Gallery of the Northern Territory and the reinterpretation of Fannie Bay Gaol. Informed by a great love of books, her passion for history was infectious. As well as offering three original chapters that appraise her work, this edited volume republishes her first book, In Search of the Never-Never. In Dewar’s comprehensive and incisive appraisal of the literature of the Northern Territory, she provides brilliant, often amusing insights into the ever-changing representations of a region that has featured so large in the Australian popular imagination.

Toward an agenda

As the global ‘data revolution’ accelerates, how can the data rights and interests of indigenous peoples be secured? Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. As the first book to focus on indigenous data sovereignty, it asks: what does data sovereignty mean for indigenous peoples, and how is it being used in their pursuit of self-determination?  The varied group of mostly indigenous contributors theorise and conceptualise this fast-emerging field and present case studies that illustrate the challenges and opportunities involved. Histories of the outstation movement in Australia

Outstations, which dramatically increased in numbers in the 1970s, are small, decentralised and relatively permanent communities of kin established by Aboriginal people on land that has social, cultural or economic significance to them. In 2015 they yet again came under attack, this time as an expensive lifestyle choice that can no longer be supported by state governments. Yet outstations are the original, and most striking, manifestation of remote-area Aboriginal people’s aspirations for self-determination, and of the life projects by which they seek, and have sought, autonomy in deciding the meaning of their life independently of projects promoted by the state and market. They are not simply projects of isolation from outside influences, as they have sometimes been characterised, but attempts by people to take control of the course of their lives. In the sometimes acrimonious debates about outstations, the lived experiences, motivations and histories of existing communities are missing. For this reason, we invited a number of anthropological witnesses to the early period in which outstations gained a purchase in remote Australia to provide accounts of what these communities were like, and what their residents’ aspirations and experiences were. Our hope is that these closer-to-the-ground accounts provide insight into, and understanding of, what Indigenous aspirations were in the establishment and organisation of these communities. This volume will be a great addition not only to the origins and history of outstations, but in light of the closing of over 100 Aboriginal communities in Western Australia, it should be a required bedtime reading for all politicians across Australia. The contributors do not simply concentrate on the so-called outstations movement of the 1970s, but rather help the reader understand why in the 1930s, ‘40s, ‘50s, and ‘60s, Aboriginal people moved away from cattle stations, missions and settlements to reconstruct their moral compass in settings which made more contemporaneous sense, not only to them but often to the whites who were there as well. —Professor Francoise Dussart, University of Connecticut.

Deepening Histories of Place

The vast shape-shifting continent of Australia enables us to take a long view of history. We consider ways to cross the great divide between the deep past and the present. Australia’s human past is not a short past, so we need to enlarge the scale and scope of history beyond 1788. In ways not so distant, these deeper times happened in the same places where we walk today. Yet, they were not the same places, having different surfaces, ecologies and peoples. Contributors to this volume show how the earth and its past peoples can wake us up to a sense of place as history – as a site of both change and continuity. This book ignites the possibilities of what the spaces and expanses of history might be. Its authors reflect upon the need for appropriate, feasible timescales for history, pointing out some of the obstacles encountered in earlier efforts to slice human time into thematic categories. Time and history are considered from the perspective of physics, archaeology, literature, western and Indigenous philosophy. Ultimately, this collection argues for imaginative new approaches to collaborative histories of deep time that are better suited to the challenges of the Anthropocene. Contributors to this volume, including many leading figures in their respective disciplines, consider history’s temporality, and ask how history might expand to accommodate a chronology of deep time. Long histories that incorporate humanities, science and Indigenous knowledge may produce deeper meanings of the worlds in which we live.
