Rising China

Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source – the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today’s international arena. A powerful China feels new and unfamiliar.

Electoral systems in divided societies

Elections can increase tension in ethnically divided societies, like Fiji. The way constituencies are drawn and votes counted can also affect the result. First-past-the post can deliver lopsided results, while proportional representation may give excessive influence to small, fringe parties. Fiji’s Constitution Review Commission believed a system of alternative voting in ethnically mixed constituencies would encourage politicians, and parties, to take into account the interests of other ethnic groups.

Developing Asian Bondmarkets

The absence of vibrant bondmarkets in East Asia was a significant contributor to the 1997–98 financial crisis. Ever since, the development of local bondmarkets has been a major objective of financial reforms in many East Asian economies. This effort has been frustrated by the inability to reach a consensus on whether Asian bondmarkets are truly needed in East Asia, whether they can be made viable in the competitive environment of the global economy, how they should be created and what role intergovernmental cooperation should play in their definition and creation.

Public Policy

Ethics is a vigorously contested field. There are many competing moral frameworks, and different views about how normative considerations should inform the art and craft of governmental policy making. What is not in dispute, however, is that ethics matters. The ethical framework adopted by policy analysts and decision makers not only shapes how policy problems are defined, framed and analysed, but also influences which ethical principles and values are taken into account and their weighting.
